NCDOT is seeking a Business Analyst contractor for an approximately 6 month engagement in the Department's PMO organization in support of the ROWMS and TMS Projects.

The North Carolina Department of Transportation (NCDOT) is seeking a Senior Business Analyst contractor for an approximately 12 month engagement for the Department's PMO organization supporting the ROWMS(Right of Way Management System) Project.

This project is with the DOT Highway Portfolio. The Business Analyst will be responsible for development of business requirements, test plans, test scripts and assisting with maintenance of project management tracking. This individual will be knowledgeable in all aspects of business analysis, testing and has a basic understanding of project management and system development life cycle as well as porting efforts from legacy applications to new solutions. The individual must have proven experience with enterprise level development projects. The Business Analyst will work closely with NCDOT’s Project Manager in assisting with solution documentation and testing to meet State IT requirements.

Role responsibilities:
• Analyze, define, and document requirements for work flow and business processes
• Document the projects and project deliverables as assigned
• Work with the PMO Manager, Project Manager, Business Customer and project team
• Develop and document test plans, scenarios and scripts
• Analyze and estimate feasibility and compatibility with other programs and projects
• Consult with users to prototype, refine, test, and debug solution to meet Change Management needs
• Provide quality control for project deliverables

Required/Desired Skills:

Required - 7yrs - Business Process Analysis, requirements development and documentation
Required - 7yrs - Experience working at PMO and Program Level and coordination of deliverables across multiple efforts.
Required - 5yrs - Planning and management skills including scope estimating, budgeting and resource allocation procedures
Required - 5yrs - Strong analytical and conceptual skills
Required - 5yrs - Strong written and verbal communication skills
Required - 5yrs - Working knowledge of business improvement process and industry best practices
