Director, Promoting the Quality of Medicines Program
$160,000

•Provides strategic management and technical oversight to the program management and operations teams to ensure overall program effectiveness.
Manages the development of work plans, and oversees the implementation of programmatic activities at the regional and country levels in order to meet PQM programmatic objectives.

•Directly supervises the managers of the USAID programs. Develop, motivates and guide staff performance to enable the team to meet program goals.

Collaborates with the managers to review program work in the field to ensure that activities are being carried out in line with the approved work plans to the satisfaction of USAID, PMI, PEPFAR and country partners.

•Leads the development and implementation of processes, systems and policies that will ensure compliance with USAID, President Malaria Initiative (PMI) and President’s Emergency Plan for AIDS Relief (PEPFAR).

Drives adherence and compliance with contract provisions and work plans, and all related regulations and policies.

•Coordinates activities with USAID, PMI and PEPFAR as necessary to assure the effective implementation of the approved agreements.

Negotiates for potential expansion of PQM program activities with USAID missions, developing country government agencies and partner institutions in priority countries.
•Oversees targeted utilization of program resources, including implementing robust financial management systems, ensuring adequate systems are in place to track program expenditures in required formats, and implementing effective processes to manage subcontracts, consultants, and human resources.
•Communicates with Vice President, Global Health Impact Program regarding program development and implementation and on any issues, challenges and obstacles facing the programs. Recommends solutions and alternatives to ensure programs move forward.
•Directs the development of a system for monitoring progress and results of each program activity, including metrics for performance, quality and compliance.
•Identifies opportunities for new activities within USAID, PMI and PEPFAR countries and/or collaborations with new partners.
•Represents the PQM program at regional and international scientific and technical meetings/conference as appropriate. Delivers presentations as needed.
•Assumes and performs additional responsibilities as requested by VP, GHIP.

Required Skills

•Prior experience in a scientific based industry and knowledge of cGMP in the pharmaceutical manufacturing industry preferred.
•A track record of effectively leading a performance based and outcome-based program and staff.
•Ability to recruit, manages, and develop a strong team of staff, program/project managers, and development professionals.

•High level of integrity and commitment to quality.
•Knowledge of USAID, PMI and PEPFAR programs, project management, and administration.
•Demonstrated progression in career with increasing responsibilities.
•Must have exceptional knowledge of public health issues in developing countries, especially in the areas of HIV, TB, and Malaria as well as knowledge of other major pandemics.
•Must have an understanding of generic pharmaceuticals, including testing and production. Knowledge of cGMP in the pharmaceutical manufacturing industry required.
•Must possess excellent verbal, written and presentation skills. Grant writing experience helpful.
•Strong commitment to personal and team accountability.
•Ability to build relationships and network with professionals from USAID, PMI, PEPFAR and other international organizations (WHO, PAHO, MSH, etc.) as well as local in-country representatives and government officials. Ability to create a team environment among globally located staff.
•Ability to work with nationals from varied backgrounds and cultures. Ability to speak a foreign language a plus (English, Spanish, French, Arabic, or Mandarin).
•Individual must possess the ability to influence without direct authority.
•Results driven with demonstrated successful outcomes.
•Ability and desire to work well with diverse employees and customers in a cooperative and friendly manner.
•Ability to travel at least 25% of the time.
•Must possess ability to handle multiple priorities in a fast-paced environment.

Education:-
Bachelor’s degree in pharmaceutical sciences, a life science, public administration, or related field required.

Experience:
• 12 years professional experience working with/leading public health programs/initiatives in developing countries.
•Previous USAID grant or contract management experience is essential.
•Minimum of 5 years of people management experience.
