Required Skills:
• 84 Months professional experience in geographical information system application development using ArcGIS Desktop (9.x or 10.x) and ArcGIS Server (9.x or 10.x), including the creation of custom Python scripts
• 84 Months professional experience in geographical information system administration and maintenance of ArcGIS Server 10.x.
• 84 months professional experience in programming web development languages and protocols including Javascript, HTML, HTML5, GeoJSON, and XML
• 84 Months hands-on experience providing support for cartographic design and high quality map production, including maintaining internal technical standards and performing spatial analyses in creating information products from a geographical information system
• 84 Months hands-on experience in maintaining and updating geospatial databases including cataloging GIS data and metadata creation
• 60 Months hands-on experience in developing Oracle database schemas, tables, procedures and permissions.
• Master’s degree in Public Health, Geography, Spatial Statistics, Geographic Information Systems, Computer Science or other relevant specialization

The Healthcare Facility The Healthcare Facility Evacuation Center (HEC) coordinates the evacuation, shelter-in-place, and repatriation of healthcare facilities during a regional multi-facility evacuation with the assistance of multi-agency partners. These agencies include NYS OMH, Veterans Administration, local health departments, office of emergency management, and healthcare facility associations among others. Over the 2016-2018 timeframe, the HEC will be expanded beyond just use during a coastal storm scenario.
While the Governor’s development of the NYS e-FINDS system tracks patients/residents once a destination has been identified, it does not account for the bed-matching and tracking process before the move or the other aspects involved with large scale evacuation operations. The HEC application would allow for this functionality. One application is integral to the other to ensure a comprehensive awareness of ongoing operations and allow for better executive and operational decisions.

• The consultant will support the GIS systems used for HEC Application. The consultant will be performing application development tasks including researching and documenting technical designs, programming solutions, writing and executing unit test plans, researching, resolving, and testing defects, customer technical support, and close collaboration with other team members.
• Review business requirements documentation with technical manager to ensure clarity in implementation of technical design
• Implement systems and program design to meet highly complex business needs and technical design document.
• Creates appropriate documentation in work assignments such as program code and technical documentation.
• Assists technical manager in development time estimates and assigned tasks
• Codes, tests, debugs, implements, and documents highly complex programs, and developing complex test plans to verify logic programs.
