Description: State of South Carolina – State Treasurer's Office

South Carolina State Treasurer’s Office provides all banking and cash management functions for South Carolina State Government. The Office provides a fast paced work environment that is currently transitioning to more modern technologies, automating business processes, expanding presence over the Web and through the use of social media, implementing major projects, re-training employees and transforming the culture of the organization.

Responsibilities:
• Assist in updating/ creating customer outreach plans for the various programs administered by the agency
• Collaborate with program managers, executive staff and other business partners to develop requirements, document user interface recommendations and development page/ site prototypes
• Works closely with other IT groups (DTO and Mad Monkey) and, where possible, customers to define the system design and user interface based on customer needs and objectives
• Lead the design, development and creation of Web applications that integrate agency marketing plans with modern system architecture to provide innovative approaches and exceptional end-user experiences
• Utilize HTML and other authoring tools, and scripting languages as necessary to implement approved Web applications
• Implement evaluation processes to monitor and assess the usability of these Web applications over time
• Ensure the applications comply with all platform, browser and mobile compatibility and basic usability issues
• Develop approach to optimize search results and to expand access to agency Web applications to new audiences
• Use web site analytical tools to monitor and continuously improve SEO approach
• Provide training on SEO and web site analytics for employees of the State Treasurer’s Office
• Create a SEO process/ plan to evaluate the effectiveness of that can be monitored and managed by agency personnel once the current engagement is complete
• Design, develop and implement a strategic for expanding the use of social media
• Be knowledgeable of best-practices for building secure web applications
• Be knowledgeable of 508 regulations and how they are incorporated into the design of web applications
• Assist in implementing online applications, dashboard, electronic forms, etc. as appropriate

Required Skills:
• Demonstrated knowledge of Search engine Optimization tools and techniques
• Demonstrated knowledge of Web site analytical tools
• Ability to use Captivate, Photoshop and other design tools needed to enrich the agency’s web site
• Expert knowledge in use of social media
• Extensive knowledge in using programming languages such as Visual Basic, HTML, XML, Java, and ASP
• Experience in mass media and journalism
• Experience in marketing products and/or services via the Internet
• Experience in managing a web site for a medium or large organization

Preferred Skills:
• Knowledge of Umbraco Content Management Software
• Development and automation of dashboards, online applications, automated forms, etc.
• Excellent writing and communication skills
• Experience in digital and social branding
• Excellent skills in design, color coordination, etc.
• Experience in providing web site data on mobile devices
