State of Maryland - State Treasurer’s Office

The State Treasurer’s Office is tasked with carrying out several constitutional and statutory responsibilities on behalf of the State, including:

• Safeguarding and investment of excess cash balances;
• Timely reconciliation of State funds;
• Issuance of statewide debt to finance capital projects;
• Procurement of all banking and financial services, insurance and insurance services; and
• Statewide insurance management to provide risk assessment and mitigation through loss protection, loss control and loss restoration for claims involving damage to State property and the Maryland Tort Claims Act.

The STO is centrally located in Annapolis in one building, although on two different floors, and employs approximately 60 employees among six divisions and the executive offices.

STO will be implementing a new Microsoft Dynamics 365 financials system to replace the existing legacy system. The new application will be implemented in a Window Server environment on an Intel VMware platform using SQL Server 2016 and Visual Studio 2015.

The project team, and STO end-users will be responsible for the following implementation tasks:
• Analyzing STO business requirements and legacy system processing and prepare technical specifications;
• Analyzing STO business requirements and legacy system processing and implementing Dynamics application setups;
• Develop custom modules that integrate with Dynamics to support STO business functions that Dynamics does not support using Visual Studio;
• Redevelop STO legacy system interfaces ETL using Microsoft SSIS;
• Redevelop STO legacy system interfaces MFT programs using Connect Direct;
• Support the installation and application administration of Dynamics and associated utilities;
• Support the installation and operation of the application Windows platform, VMware, SQL Server, Connect Direct, and various Microsoft management, ETL and Data quality utilities;
• Converting select legacy data and importing it into Dynamics using the application’s API utilities;
• Develop operation and business intelligence reports and dashboards as needed;
• Support user and STO technical staff training; and
• Rollout new application.

The STO needs 3 Resources:

(1) Resource 1 for GL & Budget
(2) Resource 2 for AR, AP, INV, PO, Travel & Expense
(3) Resource 3 for Customer Service, Projects, CRM & Portal

Qualifications for Resource 1 (GL & Budget):

• A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.
• Must have eight (8) years of progressive working experience as a computer specialist or a computer systems analyst.
• At least five (5) years’ of experience as a Computer Systems Analyst.
• Master’s degree is preferred
• At least one years’ experience in a non-IT financials specialist position responsible for GL data entry, adjustments, and reports;
• Current experience with Microsoft Dynamics AX R3 or 365 Operations;
• At least five (5) years’ experience with setting up Microsoft Dynamics GL and budget modules, data imports and exports, and custom reports for modules with business stakeholders;
• At least two (2) years’ experience setting up and developing custom setup module extensions for Microsoft Dynamics;
• At least one (1) years’ experience defining and setting up Dynamic’s reports;
• At least one (1) years’ experience defining and setting up Dynamic’s Power BI reports;
• At least one (1) years’ experience using Microsoft Life Cycles Services;
• At least two (2) years’ experience using MS Integration and Data quality services;
• Experience working in an Agile project environment.

Qualifications for Resource 2 (AR, AP, INV, PO, Travel & Expense):

• A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.
• Must have eight (8) years of progressive working experience as a computer specialist or a computer systems analyst.
• At least five (5) years’ of experience as a Computer Systems Analyst.
• Master’s degree is preferred
• At least one years’ experience in a non-IT AR, AP, INV, or procurement specialist position responsible for data entry, adjustments, and reports;

Qualifications for Resource 3 (Customer Service, Projects, CRM & Portal):

• A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.
• Must have eight (8) years of progressive working experience as a computer specialist or a computer systems analyst.
• At least five (5) years’ of experience as a Computer Systems Analyst.
• Master’s degree is preferred
• At least one years’ experience in a non-IT customer service, CRM, or sales position;
• Current experience with Microsoft Dynamics 365 Operations;
• At least five (5) years’ experience with setting up Microsoft Dynamics customer service, CRM, Projects, and portals modules with business stakeholders including data imports, and data exports;
• At least two (2) years’ experience setting up and developing custom setup module extensions for Microsoft Dynamics;
• At least one (1) years’ experience defining and setting up Dynamic’s reports;
• At least one (1) years’ experience defining and setting up Dynamic’s Power BI reports;
• At least one (1) years’ experience using Microsoft Life Cycles Services;
• At least two (2) years’ experience using MS Integration and Data quality services;
• Experience working in an Agile project environment.

Responsibilities:
• Must be knowledgeable in implementing computer systems in a phased approach of requirements analysis and conceptual design, site survey, system design review, critical design review, installation, integration, and testing.
• Must be knowledgeable in performing requirements analysis for a wide range of users in areas such as office automation, and finance and accounting.
• Must be able to present system designs for user approval at formal reviews.
• Must be capable of performing configuration management, software integration, interpreting software test results, and recommending solutions for unsatisfactory test results.
• Must be knowledgeable in life-cycle support, including maintenance, administration, and management.
• Must be able to provide solutions to identified software problem reports.
• The Consultant will specifically be responsible for:
- Assist in translating existing legacy i5 business process and data processing requirements into Microsoft Dynamics standard and custom setups.
- Assist in implementing those setups in the appropriate application modules.
- Assist in designing and setting up user security roles in the Microsoft Dynamics modules as needed.
- Assist in designing and developing custom reports using Microsoft Dynamics report utilities as needed.
- Assist in designing and developing Microsoft Dynamics workflows and setups to replace current-state manual business processes with Microsoft Dynamics application processes.
- Assist in validating conversion algorithms and data quality of legacy data from the i5 to Microsoft Dynamics is occurring correctly.
- Assist in validating that data, which is imported and exported, is done correctly for ETL programs and imported data is created in the Microsoft Dynamics database correctly.
- Assist in integration and conference-room pilot testing of application setups, new business process, and system user work flows processing for the new Microsoft Dynamics modules.
- Support STO IT staff technical training as needed.
