Job Description

Department seeks a highly motivated individual who has the skills to lead the Business and Functional requirements gathering to deliver new re-engineered components for multiple program services within Economic Services Division.

The Requirements Project Manager will be responsible for managing one or more highly complex or enterprise-wide IT program(s) consisting of multiple projects. Develops the program strategy, supporting business case and various enterprise-wide high-level project plans. Ensures integration of projects and adjusts project scope, timing, and budgets as needed, based on the needs of the business.


Communicates with IT leadership, business leadership and IT Business Consultants to communicate program strategy, direction and changes. Responsible for delivering all projects contained in the IT project portfolio on time, within budget and meeting the strategic and business requirements. Responsible for tracking key project milestones and recommending adjustments to Project Managers. Partners with senior leadership of the business community to identify and prioritize opportunities for utilizing IT to achieve the goals of the enterprise. Must possess extensive knowledge and expertise in the use of Project Management methodologies and tools. This is a single or multiple incumbent(s) position that typically exists in a small to medium size enterprise with multiple project managers, project leaders and/or project support staff as direct reports.

The Requirements Project Manager will also be responsible for providing support to the Economic Services Program area and the Technical Development Team and other stakeholders, in the identification, development, documentation, and management of the Economic Services Re-engineering project requirements.

Responsibilities:
Take initiative in performance, working with groups to effectively accomplish project objectives and engage in the following activities. As a Requirements manager, you will work closely with the Product Owners and development team members by:
• Overseeing the Requirement Management Process in collaboration with the Software Development Team to ensure changes to system requirements are controlled and to ensure system requirements are traced through a Requirements Traceability Matrix throughout the SDLC.




• Providing support to stakeholders in their use of requirements processes and associated support software.
• Ensuring that requirements related issues and questions receive a timely response.
• Performing the initial review of any formal change requests to alter the requirements baselined after the Functional Design sessions have been completed.
• Ensuring that the Requirements database is updated in a timely manner
• Providing assurance that the approved project requirements are fulfilled
• Coordinate the review of the Requirement Specification Document (RSD) and Functional Design Documents by the Program area, Development team and key Economic Services stakeholders.

Required Qualifications:
• Understand program, policy, practice and business operational functions within state and local government Economic services.
• Minimum 1-2 years of experience with SNAP, TANF and/or other economic services programs.
• Proven ability to “translate” technical practices and terminology to business owners and stakeholders and to “translate” business requirements to technical teams
• Must be able to multi-task and meet deadlines in a fast-paced start-up environment.
• Attention to detail and strong analytical and conceptual skills; ability to create original concepts and theories for a variety of projects.
• Five to seven years of experience in IT, with a minimum of two years in business process design.
• Experience with Agile software development
• Bachelor's degree in business, information systems or related discipline, or equivalent and extensive related project experience; MBA or MPA preferred.
