The NC Office of Recovery and Resiliency (NCORR) leads multi-year recovery and resiliency projects related to damage from major disasters, including Hurricane Matthew, Hurricane Florence, and COVID-19. Their work focuses on supporting survivors and impacted communities and speeding their recovery. NC has received ~$947 million in CDBG-DR and CDBG-Mitigation awards for Hurricanes Matthew and Florence.

The Challenge
We are looking for an experienced General Appraiser to ensure that all appraisals under NCORR are prepared in accordance to the Uniform Relocation Assistance and Real Property Acquisition Policies Act (URA) and 49 CFR Part 24. In this role, you will become fully knowledgeable of federal requirements for relevant CDBG-DR Programs we are supporting.

As the Review Appraiser you will:
⦁ Assist in establishing program manuals and standard operating procedures for programs requiring appraisals
⦁ Ensure compliance with Federal rules, laws, Federal Register Notices, case decisions, related laws and HUD findings
⦁ Review all Program appraisals, examining the methodology for determining pre-storm and current fair market value, or other valuations in accordance with Program policy, and review valuations of comparable properties used in reaching any valuations (or alternative methodologies when comparable property is not available), valuation of land versus structures and ensuring consistent methodology across appraisals performed by contractors.
⦁ Assist in correcting non-satisfactory appraisals based an agreed-upon methodology or taking additional factors under consideration

What You Bring
⦁ NC General Appraiser Certification with 3-5+ years of experience.
⦁ Basic knowledge of principles and practices of the Uniform Relocation Assistance and Real Property Acquisition Policies Act (URA) and 49 CFR Part 24
⦁ Basic knowledge of the principles and practices of Community Development Block Grant-Disaster Recovery (CDBG-DR) buyout and related programs, Federal Emergency Management Agency (FEMA) and housing disaster recovery laws and rules
⦁ Strong time management and organizational skills
⦁ Ability to research Federal Regulations and assist in the generation of housing policies and standard operating procedures
⦁ High tact, consistency, and sound judgment when engaging the diversity of our public stakeholders in consultative services and enforcement
⦁ Team player skilled at establishing and maintaining effective work relationships with a range of stakeholders including public officials, strategic partners, citizen groups and other administrative partners

Management Prefers
⦁ Bachelor's degree in city planning, public administration, engineering, environmental or natural resource sciences or a closely related field and 1 year experience managing CDBG, CDBG-DR or a PHA, or
⦁ An equivalent combination of education and experience.


Education & Experience
⦁ Bachelor’s degree in Business, Economics, Real Estate, Civil/Structural Engineering, or Architecture and 4 years of experience in right of way or real estate appraisal work; or
⦁ High school/GED and 8 years of experience in right of way or real estate appraisal work, including 4 years in right of way work; or
⦁ An equivalent combination of education and experience.
