State of Maryland - State Treasurer’s Office

The State Treasurer’s Office is tasked with carrying out several constitutional and statutory responsibilities on behalf of the State, including:
• Safeguarding and investment of excess cash balances;
• Timely reconciliation of State funds;
• Issuance of statewide debt to finance capital projects;
• Procurement of all banking and financial services, insurance and insurance services; and
• Statewide insurance management to provide risk assessment and mitigation through loss protection, loss control and loss restoration for claims involving damage to State property and the Maryland Tort Claims Act.

The STO is centrally located in Annapolis in one building, although on two different floors, and employs approximately 60 employees among six divisions and the executive offices.

STO will be implementing a new Microsoft Dynamics 365 financials system to replace the existing legacy system. The new application will be implemented in a Window Server environment on an Intel VMware platform using SQL Server 2016 and Visual Studio 2015.

The project team and STO end-users will be responsible for the following implementation tasks:
• Analyzing STO business requirements and legacy system processing and prepare technical specifications;
• Analyzing STO business requirements and legacy system processing and implementing Dynamics application setups;
• Develop custom modules that integrate with Dynamics to support STO business functions that Dynamics does not support using Visual Studio;
• Redevelop STO legacy system interfaces ETL using Microsoft Integration Services;
• Redevelop STO legacy system interfaces MFT programs using Connect Direct;
• Support the installation and application administration of Dynamics and associated utilities;
• Support the installation and operation of the application Windows platform, VMware, SQL Server, Connect Direct, and various Microsoft management, ETL and Data quality utilities;
• Converting select legacy data and importing it into Dynamics using the application’s API utilities;
• Develop operation and business intelligence reports and dashboards as needed using Microsoft Reporting Services;
• Support user and STO technical staff training; and
• Rollout new application.

Responsibilities:
• Must be capable of providing highly technical expertise and support in the use of DBMS.
• Must be able to evaluate and recommend available DBMS products to support validated user requirements.
• Defines file organization, indexing methods, and security procedures for specific user applications.
• Develops, implements, and maintains database back-up and recovery procedures for the processing environments, and ensures that data integrity, security, and recoverability are built into the DBMS applications.

Minimum Qualifications:
• Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline or three (3) years of equivalent experience in a related field.
• Must have six (6) years of experience in DBMS systems analysis, operations, and programming.
• At least three (3) years of experience in using current DBMS technologies, application design utilizing various database management systems and experience with DBMS internals.

Preferred Qualifications:
• Master’s degree in computer science;
• The candidate must have three (3) years’ experience for each of the experience requirements listed below:
- Installation and setup up Dynamics applications, Dynamics CRM, and Dynamics Portal;
- Installation and administration of and ETL package like Connect Direct;
- Installation and administration of Dynamics in VMware environment;
- Installation and administration of SQL-Server 2015/ 2016 in VMware environment;
- Installation and administration of SharePoint 2016, or earlier version, in a VMware environment;
- Installation and administration of Team Foundation Server;
- Data conversion using Microsoft Integration Services;
- Installation of SQL Server patches and upgrades;
- Troubleshooting and resolving database integrity issues, performance issues, blocking and deadlocking issues, replication issues, log shipping issues, connectivity issues, and security issues;
- Performance tuning, query optimization, using Performance Monitor, SQL Profiler and other related monitoring and troubleshooting tools;
- Detect and troubleshoot SQL Server related CPU, memory, I/O, disk space and other resource contention; and
- Performing backups, restores, recovery models, database shrink operations, DBCC commands, clustering, database mirroring and replication.
- Any experience installing Microsoft Azure fabric.
