CONTRACTOR QUALIFICATIONS:
• Contractor staff assigned to this agreement must possess, at minimum, the following qualifications:
• Twelve years of experience with object-oriented analysis and design;
• Twelve years of experience in change management best practices, serving in a code promotion role in partnership with development team;
• Twelve years of experience with the development of web based applications using Microsoft ASP.NET, Visual C Sharp (C#) or Visual Basic, Visual Studio 2010-12, and the Microsoft MVC Framework;
• Twelve years of experience with the development of databases, tables, views, and stored procedures using Microsoft SQL Server;
• Twelve years of experience with the development of reports using Crystal Reports and maintenance of enterprise reports using the Crystal Reports Enterprise Server;
• Nine years of experience with the development of reports using MS SQL Server Reporting Services (MSSSRS) and maintenance of enterprise reports using MSSSRS;
• Nine years of experience with MS SQL products inclusive of MS SQL 2016;
• Seven years of experience as an MS SQL administrator inclusive of data design/modeling, monitoring, and performance tuning;
• Nine years of experience with SQL programming inclusive of stored procedures, functions, triggers, DTS packages, scheduled jobs, and linked servers;
• Seven years of experience with SQL relational databases, OLTP and DSS, serving in high performance, service-oriented, multi-tiered environments;
• Ten years of experience managing and allocating resources and mmonitoring and tracking the progress of tasks;
• Ten years of experience creating and maintaining project plans and communicating updates to stakeholders; and
• Ten years of experience scheduling, planning, organizing and prioritizing tasks for successful completion of the projects.

CONTRACTOR RESPONSIBILITIES:
• SERVICE TASKS:
• Contractor will perform the following tasks in the time and manner specified:
• Project planning, organization, and implementation, work breakdown structures, scheduling, and control on a weekly basis as assigned by the Department.
• Project control processes, procedures, and change control on a weekly basis as assigned by the Department.
• Issue tracking and reporting on a daily basis as assigned by the Department.
• Acquisition planning and management on a monthly basis as assigned by the Department.
• Communicate with management and project teams to ensure status of deliverables is clearly understood and risks and issues known on a daily basis as assigned by the Department.
• Implement updates to meet Department’s security policies for applications daily as assigned by the Department.
• Develop interface to automatically upload testing data and client level data to CDC and HRSA on regular basis monthly as assigned by the Department.
• Provide training and support to internal staff on system usage daily as assigned by the Department.
• In collaboration with Division of Disease Control and Health Protection (DCHP) information technology teams; design, develop, and code based on business requirements for the DCHP Master Person Index (MPI) project as part of the overall strategic effort for integration and interoperability of its systems and software daily as requested by the Department.
• Work with Division resources to standardize collection and storage of DCHP shared data daily as requested by the Department.
• Create diagrams displaying relationships between HIV/AIDS Section data and Division-level data such as PRISM for MPI as directed by the Department.
• The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentially document attached to the purchase order.
