State of Pennsylvania - Department of Labor & Industry (L&I)

The selected candidate will serve as the administrator for Microsoft SharePoint 2013. The candidate is responsible for working with a team to architect, install and configure SharePoint 2013 in three environments – Development, User Acceptance Testing and Production. The candidate is also responsible for documentation, testing, implementation and support activities associated with the SharePoint 2013 product in all environments.

The selected candidate is responsible for assisting with the coordination and migration of all existing SharePoint 2010 site collections into the new SharePoint 2013 environments. The candidate is also responsible for understanding current version, future enhancements, service packs/updates and upgrades of SharePoint as well as best practices for maintaining the environments.

While the candidate will not be responsible for administering or directly managing the server operating system or SQL 2014 instance, the selected candidate will be required to be familiar with the Windows 2012 R2 Operating System as well as SQL 2014 Always On capabilities in such a way that makes them effective in working with other teams responsible for those technologies.

The selected candidate is responsible for collaborating with a mid-level product administrator, architecture, server farm operations, SQL database administrators, network administrators and various other teams to ensure and enhance the use of SharePoint and effect the migration from SharePoint 2010 to SharePoint 2013.

• Delivers support and design for industry specific applications that require integration with statewide systems or applications.
• Interacts with executive level business users or technical experts.
• Function as the SharePoint 2013 SME.
• Demonstrates expertise in teaching/conveying technical and/or functional courses/concepts.
• Develops appropriate work programs/budgets and use to effectively schedule tasks/assignments.
• Identifies improvements to project standards to achieve high quality services/products.
• Actively contributes as an expert or actual designer.
• Coordinates product design reviews to verify that design meets quality standards and functional/ technical requirements.
• Provides accurate estimates for design and programming efforts for system changes and enhancements.
• Confirms that technical architecture will support all changes required by product enhancements.

• Identifies appropriate business examples to illustrate key concepts/ features.
• Anticipates, identifies, tracks, and resolves issues and risks affecting own work and work of the mid-level COPA SharePoint Administrator.
• Develops contingency plans as necessary.
• Applies specific expertise to ensure that products meet defined customer objectives.
• Anticipates and resolve issues specific to the team.
• Determines time estimates and schedule for own work and resolve issues in a timely manner.
• Identifies and tracks issues, risks and action items.
• Makes sound recommendations on functional and technical improvements to the product.
• Analyzes the functional and technical impact of product planning decisions.
• Develops appropriate functional and usability standards for products.
• Tracks and document expected volume and type of use of the product.
• Participates in product design reviews to verify that design meets quality standards and functional/ technical requirements.
• Performs impact analyses on production fixes and enhancements to establish priorities.
• Provides basic product support and provide accurate and complete answers to detailed product questions in a timely manner.
• Provides effective on-site product support as needed.
• Accurately sets severity of identified defects.
• Provides input to training and/or documentation materials regarding latest technical and functional design changes.
• Documents all work for future reference.
• Reviews the system test approach and conditions used as the basis for detailed test scenarios.

• 4 year college degree or equivalent technical study (Highly Desired)
• Thorough knowledge of Microsoft SQL Server 2014 and Always On technology (Required 2 Years)
• Working knowledge of Microsoft IIS 7.5 and 8.5 (Required 7 Years)
• Working knowledge of Microsoft Team Foundation Server (Highly Desired 2 Years)
• Working knowledge and experience with SharePoint Administration (Required 7 Years)
• Working knowledge and experience with SharePoint 2013 (Required 2 Years)
• Working knowledge and experience with configuring and tuning SharePoint Enterprise Search (Required 5 Years)
• Working knowledge and experience with supporting, administering, troubleshooting and improving SharePoint Farms (Required 5 Years)
• Working knowledge and experience installing SharePoint using AutoSPInstaller (Highly Desired 1 Years)
• Working knowledge and experience with PowerShell scripting (Required 2 Years)
• Knowledge of Active Directory, including LDAP Queries (Highly Desired 2 Years)
• Knowledge of Network Load Balancing (Highly Desired 2 Years)
• Knowledge of Windows networking and authentication (Required 5 Years)
• Ability to communicate effectively both orally and in writing (Required 7 Years)
• Knowledge of Commonwealth policies and procedures (Nice to have)
