• 84 months demonstrated hands-on experience as a Technical Architect, working on reporting and data migration project(s) using reporting tools such as OBIEE 11g/ BI Publisher.
• 84 months demonstrated hands-on experience with analysis and documentation of business reporting / extracts requirements and processes, creating and supporting reports, reporting solutions, dashboards and ad hoc tools using reporting tools such as Oracle and OBIEE 11g/ BI Publisher.
• 72 months experience gathering and organizing preliminary analysis of information on advantages/disadvantages of reporting / extracts process changes, data migration options, and reporting solutions.
• 72 months demonstrated hands-on experience with all phases of reports development including design and development, testing, and maintenance of reports. Experience must detail business and systems analysis, requirements gathering utilizing JAD sessions, client interviews, focus groups, and subject matter experts.
• 60 months demonstrated hands-on experience with end user documentation development: reporting requirements, reporting process flows, reporting solutions, flow charts, report mock-ups, swim lane diagrams, prototypes, and screen designs for reports using MS Office, MS Visio, and other tools.
• 60 months demonstrated hands-on experience in quality assurance testing of reports (including content and load testing) using SQL and a robust bug tracking tool such as Mercury Quality Center.
• 18 months hands-on experience specifically with OBIEE/BIP 11g.
• BA/BS Degree in computer science, information science, public health, or related field from an accredited institution.

Women Infants and Children (WIC)

The New York State Department of Health (NYS DOH), Public Health Division of Nutrition (DON) is requesting approval for a discretionary procurement for a Business Analyst for the WIC program to support the WIC state-wide computer system replacement project. The WIC program provides supplemental food benefits to women, infants, and children who meet qualifications established by the United States Department of Agriculture (USDA) and NYS.

The current WIC system is based on PowerBuilder and Sybase technology.

The new system will be a USDA-approved copy of the Michigan WIC System (MI-WIC), which is a web-based .NET application with an Oracle database management system.

The project will include significant gap analysis and data migration activities.

Additionally, the new system will include Electronic Benefits Transfer (EBT) technology to replace paper check issuance of WIC nutrition benefits.

Two key contractors will be involved to copy and enhance the MI-WIC system and implement EBT.

This position is responsible for gathering business reporting requirements, developing reports, and performing quality assurance testing on program reports for the project. This position requires broad experience with complex reporting using large relational database management systems. This position is highly visible and requires a person who can work with program and technology staff as well as several contractors.

• Operating under the direction of the MIS-EBT Project Manager:

• Collaborate with customers, vendors, and technical workgroups to identify and document data and reporting requirements, reporting processes, gap analysis, and prioritization of reporting needs.

• Create formal reporting and data project artifacts such as Reporting Requirements, Reports Technical Specifications.

• Assist with developing a data, reports / extracts migration plan for the existing-to-new system, including interfaces to other systems.
• Create, execute, and validate test scripts, scenarios, and test plans to validate business reporting and data requirements.

• Assist with program and technical training on reporting tools.
