Experience Requirements:
Minimum of 7+ years (84+ months) of documented experience as a Business Analyst.
Proven track record managing small to medium-scale business analysis projects with clear deliverables.
Demonstrated leadership experience, able to lead large teams or bring extensive industry expertise, recognized as a subject matter expert in the field.
Candidates should meet or exceed the duration and skill level in at least 3 of the following areas:
Requirement Elicitation: Minimum 7 years (84 months) experience gathering detailed business requirements from stakeholders or system artifacts.
Criminal Justice Systems: At least 2 years (24 months) experience with systems related to criminal justice processes, such as statistical reporting, disposition processing, fingerprint identification, criminal history updating, sex offender management, tracking wanted/missing persons, or offender supervision initiatives.
Testing Expertise: Minimum 7 years (84 months) experience developing and maintaining test plans, detailed test cases, executing tests, validating results, and tracking defects.
Quality Management Tools: At least 2 years (24 months) experience using HP ALM Quality Center.
Automated Testing Tools: At least 2 years (24 months) experience with automated testing tools such as Quick Test Pro (QTP), Unified Functional Testing (UFT), or Selenium.
Collaborate with end-users and review existing documentation or system artifacts to gather and document detailed business system requirements and workflows.
Develop process models and clearly document requirements to support system development, implementation, and process improvements.
Produce and maintain comprehensive functional documentation, including business requirements documents (BRDs), use cases, reports, and process flow diagrams.
Create and maintain test plans, detailed test cases, user acceptance testing (UAT) plans, training materials, and Tier 1 support guides.
Develop functional and system test cases derived from documented requirements, ensuring comprehensive test coverage through mapping requirements to test scenarios.
Participate in and execute functional, system, regression, and user acceptance testing; log and track defects to resolution.
Identify and document system deficiencies or gaps in requirements discovered during testing, providing clear communication to vendors or stakeholders, particularly for Commercial Off-The-Shelf (COTS) applications.
Perform retesting after defect resolution to verify fixes.
Effectively communicate technical and process deficiencies to vendors and project teams.
Maintain timely and clear communication throughout the project lifecycle to ensure alignment and successful delivery.
